A. Objectives
The objectives of Olde English Fort District Venturer Teen Leaders Council are:
1. Help make Venturing a visible force for good in our community
2. Provide opportunities
for youth to learn leadership by giving them opportunities to plan and run their own programs
3. Plan and sponsor District-wide activities for Venturer age youth.
4. Serve as a communication link between individual Crews and the District
5. Provide help and training for new or developing Crews.
B. Membership
Membership shall be open to representatives of Zones (Stakes) or Crews of the Olde English Fort District and other elected officers. No representative shall be disqualified
because of race, color, creed, or sex. All members must be registered as Venturers and agree to the Council code and bylaws.
C. Officers
1. The elected officers of Chairman, two Vice-Chairmen, Secretary/Treasurer form the TLC Cabinet. The Chairman, with the approval of the Advisor, shall appoint activity
committee chairs and make other assignments as needed. The duties of the officers shall be as follows:
Chairman:
- Serve as youth leader of the Council.
- Preside over and conduct Council meetings.
- Coordinate the operation of the Council.
- Appoint activity chairs and Newsletter chairman.
- Represent the Council at Council Venturing Teen Leader Council meetings
- Make sure that members of the Council are doing their jobs and having fun.
First (Administrative) Vice-Chairman,
- Conduct Council meetings when the Chairman is gone
- Serve as Council parliamentarian and see that Council meetings are conducted by Robert's Rules of Order.
- See that the Council has a DDI (Distinctive Dress Identity) and Code and By-Laws
- Promote awards and recognitions
- Conduct ceremonies, pledges, singing, etc.
Second (Program) Vice-Chairman,
- Oversee District Venturing activities.
- Make sure that activity chairmen are making progress in planning and have resources to be successful in carrying out activities.
- Make sure that activity chairmen are ready to present their activity plans for approval in the monthly Council meeting and that each activity is evaluated after it has been
held.
Secretary/ Treasurer
- Keep minutes of meetings of the Cabinet and of the Council
- Keep a binder of descriptions of activities and their evaluations
- Send notices or call members about meetings
- Help keep track of funds available to the Council
2. The normal term of office shall be for one year starting on September 1. Election of the new cabinet shall be held at a TLC meeting, preferably no later than July to provide
for training of the new cabinet. Date of elections shall be set by the cabinet. TLC members will be notified of the election date at least a month in advance. The TLC cabinet may also call special elections
as circumstances require.
3. No member shall serve more than two successive terms in the same office.
4. The chairman shall appoint a nominating committee, which shall consist of three youths and the TLC Advisor. The committee shall interview and present a complete slate of
candidates who have agreed, if elected, to serve to the best of their abilities.
5. On the night of the election, nominations may be presented from the floor by any member. If the nomination is seconded and the candidate agrees to serve, he must be included
on the ballot.
6. All contested ballots shall be secret.
D. Council business
Council business will be conducted under the principles outlined in Roberts Rules of Order. Voting on all issues will be by simple majority, with the exception of changes or
amendments to the bylaws, which will require a two-thirds vote of the total membership. A quorum shall consist of one more than the majority of members for votes on routine business.
Final approval on activities and bylaws shall be given by the District Venturing Committee
E. General meetings
General meetings will be held in connection with monthly Round Table meeting, or at other times as needed and called by the Cabinet.

G. Newsletter
The Council will publish a newsletter regularly, which shall include all meeting dates and other information of interest to the membership. The newsletter will serve as the
historical record of the Council.
H. Distinctive Dress Identity (DDI)
The Distinctive Dress Identity (DDI) is the uniform of the Council. The DDI is the spruce green Scout Shirt with silver epaulettes.
Council members are encouraged to wear the uniform at all Council meetings, when serving the public, at activities, and other appropriate times.
